[PP] Mac: Selection highlighting not drawing correctly in viewer

Details
In the viewer, click drag to select some text in, say, Example 0. Note that you
need to force a redraw to get the selection to highlight properly.

Fixed.
It's been fixed as a side-effect of a really minor problem fixed by Cyrus Harmon
<cyrus@neomorphic.com> where on going to a new page, the top of the html area was
drawn last.

Verified fixed in 1.22.99 build. The section highlighting does not behave
perfectly, but it behaves well enough for a test application.
Specifically, if you:
- click on a point in the text block and drag downwards
- release the mouse button
- Click on a point below the bottommost point in the selection and drag
upwards
...it will attempt to extend the existing selection downwards to the point
at which the mouse is at, rather than disregard the first text selection and
perform the second text selection.
Joe, Simon & Pierre: If any of you feel that this should be addressed,
please feel free to re-open the bug. (i.e. if the behavior somehow isn't covered
by Viewer, but by NGLayout.)
