The Downloads window has to be closed before any new action can be performed. Reproducible: Always Steps to Reproduce: 1. open the Downloads window 2. close all browser windows 3. try to open a new browser window Actual Results: The File menu is blank and command-N has no effect. Expected Results: By pressing command-N, a new window should have opened. By clicking on the File menu, the choice to open a new window should have appeared
