Open HTML file from Windows Explorer, But firefox says: Not Found it! The File Path includes Chinese Words.

If Firefox is running, open a HTML file (its path includes Chinese words), then
Firefox says: Not Found it! But in fact, it's there.
Reproducible: Always
Steps to Reproduce:
1. Find a HTML file in the windows explorer, and its path inculdes Chinese
words. For example, a file is "C:\Documents and Settings\zhangtao\桌面\a.html".
2. If no Firefox is running, double click the file, then firefox is loaded and
file is opened by firefox right.
3. Now firefox is runnig, repeat these actions (double click the file), then
Firefox says: The file "...." canot be found.
4. In some sites, when firefox will open some temp html file (download it first,
then open it in temp dir, and the path includes Chinese words), the issue is same.
5. If the file's path doesn't include chinese words, all is working OK.
Actual Results:
I gain a warning: The file "...." canot be found.
Expected Results:
Firefox should open file right, if its path include chinese words.
