I believe this is happend when they use communicator on non Russian locale. WE have limitation on Motif 's locale model. Maybe we should work around that model for non-CJK text. (CJK text have to bind with locale model for input method.)

Should re-check this against nhotta's recent fixes for Cyrillic.
