The Firefox top-menubar only works when
a) no window is openend
b) a browser window has focus
So if a non-modal window has focus (e.g. downloads, help), the menubar is still
present, but it does not respond to clicks.
A typical unwanted situation is when a user closed all browser windows, and
wants to create a new one. This is simply not possible if e.g. the downloads
window is still open.
Closing all non-browser windows re-enables the menus.
Reproducible: Always
Steps to Reproduce:
1.open firefox
2.open the downloads window
3.while the downloads window has focus, try to open a new browser window (e.g.
by clicking File - New Window)
Actual Results:
The File menu remains colored, but nothing happens.
Expected Results:
Opened a new browser window.
