Making the public file a bug by signing up, requiring an email, having them type in a password and then search for previous bugs, then finally fill out a multi-form web page seems like a pretty high bar for the average consumer, the people that Firefox is targeting. I should just be able to seemlessly send feedback from within firefox browser.
I don't see javascript menus on that page. I do see that the page has a flash control on it, but I'm not getting any menus from that either. If it is flash, though, it is probably bug 162134. Bugzilla is a developer tool, it is most definitely not designed for the Firefox audience. The next version of Firefox has a menu item that brings up a wizard for easily reporting broken sites. Until then we encourage people who want to report a problem to contact the user support groups (http://www.mozilla.org/support/).

The menu on that page is Java, not JavaScript. *** This bug has been marked as a duplicate of 162134 ***

Btw, I was able to reproduce this bug as reported. I am using Mozilla/5.0 (Macintosh; U; PPC Mac OS X Mach-O; en-US; rv:1.8b4) Gecko/20050719 Firefox/1.0+.
