3rd party scroll device does not funtion properly

using the griffin powermate ( http://www.griffintechnology.com/products/powermate/ ) the scroll up and scroll down commands do not work in firefox. they work fine with IE and other programs. the problem does not seems to be with the powermate itself as when using the send key option, and sending the up and down arrows works fine, but the smooth scroll does not fuction. also, when using the powermate to send a right mouse click it also works just fine. oddly enough, the scroll well in my microsoft buletooth mouse works fine with both IE and Foxfire. this problem has been duplicated on three machines. one is a toshiba latop 2 years old. second is a home built system running xp on an athlon fx, and the third is an prebuilt HP 1240n on demo at compUSA where i work. from what i understand of the powermate it emulates a mouse for all of it's functions, left and right clicks, and scrolling, it also emulates the keyboard in the send key fuction.

Steps to Reproduce:
1.install powermate driver utility
2.connect powermate
3.start firefox
4.open powermate driver utility
5.clcik add setting and select firefox.exe, click ok
6.set 'rotate right' to 'scroll down' from the dropdown menu
7.set 'rotate left' to 'scroll up' from the dropdown menu
8.click apply now
9.go to a website that requires verticle scrolling in fire fox
10.rotate powermate's knob
11.observe lack of scrolling
Actual Results:
nothing happened.
as noted above when the powermate is used to send a right click, firefox responds correctly
Expected Results:
firefox should have responded as if the powermate was the normal scroll wheel on a mouse.
bug could also be classified as an enhancement.
