- a selector button and menu that shows a list of the user's tags
- the menu will grow up until a certain height, then scroll
- the user can select more than one tag
- a Done button to dismiss the dialog when the user is done selecting tags
- a "select" or similar event that fires when the user selects a tag in the list, so associated UI can change
- an API to get the selection

Mockup of the tag selector, based on iteration 7 of the starring and tagging UI.
Notes from the mockup:
This is the tag selector control. It is a listbox and the listitems have type=checkbox. The only difference between this and a normal listbox control is that the tags have the same visual appearance as in the tag editor textfield.
The tags appear in alphabetical order, and checking a tag adds it to the text field above.

Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".
In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body contains places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.
Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
