[PP] toolbar buttons don't work

Details
Clicking on toolbar buttons doesn't call the function they're bound to in the
xul file.

While I see the evidence of the problem (you have to click toolbar buttons twice
to get them to work), they do eventually work. Since you have to click them twice
and rollover feedback doesn't work on them, I suspect it's a linux/gtk event
handling problem. XPToolkit isn't doing anything special here.

this bug is a dupe of 3288 but i have not resolved it as such for reasons outlined in that bug report.
Adding radha@netscape.com and myself to cc list to ensure matching distribution.
Go see other bug. I am marking this Verified/Dup. Let's work off one bug.
