The sidebar (not that I ever use it) is drawing the tabs with white space between
one tab and the next. M14 and the Netscape 6 beta both had the sidebar's tabs
slightly overlapping and all the background of the tabs was gray. Now there's
gaps between tabs and the tabs background is white.
Attaching a pic 'cause I haven't done that in awhile. Pls. change summary to more
suitable title if you can think of one (I can't).

I think this is the way it is supposed to be, but I don't know for sure.

Probably the ideal behavior is slightly different from that in NS6 PR1: the
background of a sidebar tab (the non-clickable section) shouldn't be just gray,
it should inherit its color from the color of the above area.
In other words:
* the background of the top tab should be the same color as the sidebar header
(e.g. dark blue in the current skin);
* the background of the tab immediately below the current tab should be the same
color as the currently open tab (e.g. white);
* the background of all other tabs should be the same as the normal color for
tabs (e.g. light gray).
This would make the sidebar as a whole look much nicer and more realistic.

I fixed it. The fix assumes that the content area has a white background (since
there is no easy way to find out what that color is).
