Caret does not draw when selection is at right hand edge of text frame

Details
The caret does not draw if the selection points to the right hand edge of a
text frame (like, most of the time when you are typing at the end of the
text).

Mike checked in some changes that I gave him to fix this, at least good enough
for dogfood. It leaves the odd turd now, but fixing that requires some more
serious changes. Moving to M5
