Resizing apprunner window vertically causes problems

Details

If I vertically resize apprunner (smaller), then a scroll bar appears for the ENTIRE window (toolbar, page display, and bottom toolbar). So if the page already has a scroll bar for its content, there end up being two scrollbars side by side.

this behavior can be changed stylistically using css. by default if a scrolling areas contents will not fit within the scroll area, scrollbars will appear to let all of the content be visible. for XUL/css they should be able to prevent the scroll bars from ever appearing.
