In the bookmarks toplevel menu, all the items have hierarchical submenus, but when you look at the submenus, they're all the first submenu created (the one for the personal toolbar folder).

marking VERIFIED fixed for Mar18 Mac builds. For the record however, no build I've seen has hierarchical submenus under bookmarks{are you keeping features to yourself? :-)}. Not the 15th's and not today's. the 'View' menu however has numerous such menus so I verified it by looking there.
