background image are not show, when user try reply or forward message

When user try to reply or forward message, then background image does not appear in composer window.
There is no difference background-image is from orginal message or inserted by user.
After saving message, in saved copy image looks correct.
I think it may be something similar to bug #343933.
All is fine for new message, but if user one time fall into bug, then composer window state is broken, and from this moment also new message does not show background image.
Reproducible: Always
Steps to Reproduce:
1. Reply or forward message.
2. Select bacground image for message.
OR
1. Reply or forward message with background image.
Actual Results:
Background image does not appear.
Expected Results:
Background image does is visible, and proper style is applied.
Happens also when there is no extensions loaded.

This bug is NOT a duplicate of bug 119594.
As I write in initial report:

This bug is caused by some security code, similarly to bug 531437.
Only one thing that is not working, is loading/showing background image in reply.
Security is too secure, and block image from local filesystem thinking it is remote image.
