Details
The main toolbar on linux always wraps to two rows because (I think) the fixed
width of the table cell containing the main button is too narrow for linux. This
is fine on mac and win32.
We should try to fix this for M3. It looks horrible.

Matt, since German Bauer is away at a conference, I had Pink assign this to us.
See what you can do to make this not suck on Linux. Ask Steve and/or Radha for
help if you need.

this should be fixed as soon as evaughan and hyatt land the new box stuff and the
navigator.xul file that uses it.
