Frame background color not painted correctly

Details
In the frameset that is displayed, the left-most frame is supposed to have a
green background color. This problem is repeatable and consistent. I do not see
the problem using NS Comm v4.5.1 or IE 5.0b2 on NT4.0SP3 using millions of
colors.
i know this isn't the compositor, but i have no idea who should own it. it
looks like the background image isn't being fetched, but who knows why...

Using the 3.29.99 builds, this problem is no longer taking place on Win32, Mac OS
or Linux.
jasonb, chrisd or michaelp, would you like to close this out?
