Manual proxy settings don't remember proxy port numbers

Details
(Whiteboard: nsbeta2)
Build: 2000051808, MacOS 8.6
To reproduce:
* Start Mozilla in an environment where authentication to a manually set proxy
server is required.
* Open the Proxy category in the Preferences dialog, and enter the name and port
numbers of the proxy server in the relevant fields.
* Try to visit a Web page.
What should happen:
* The Web page displays.
What actually happens:
* `The connection was refused when attempting to contact www.mozilla.org.'
* Returning to the Preferences dialog and clicking in the proxy fields (to show
their contents, per bug 37650) shows that the proxy hostnames entered have been
remembered, but not the port numbers.
* Inspecting prefs.js shows the same result -- proxy hostnames are present, but
not port numbers.
