Currently there are 3 Search boxes in Firefox 3b2pre primary ui, every search box has it's own default label, some has no button/icon to indicate that it is a search box, some has ellipsis, some don't... based on Bug 403153 "in" could be optional for all boxes so "Search Google", "Search bookmarks & history", "Search downloads", but notice that in some foreign language (like italian) you have to put the "in" or it will have a different meaning (In italian: "Cerca Google" is like "Search for Google" and not "Search in Google")

This is essentially bug 388811, afaict.

If you are going to make behavior consistent, I would like to suggest having keyboard shortcut (Ctrl+K,E) to focus the search box also in Places Organizer and Download manager
