There are problems in InsertTextTxn that cause <BR>s to sometimes go in the wrong place. Mike and I looked into this a few days ago but the changes were not taken ofr M3. revisiting now for M4. Steve or Mike should jump in if they don't want me to do this, otherwise I'll fix it.

I think this is invalid. I believe Steve fixed the problems that Mike and I saw earlier, and I thought they weren't fixed due to some unrelated layout problems that happened to mimmick the same wrong behavior.
