nominating/adding keywords dogfood and nsbeta2 Lots of people rely on pressing return to trigger form submission. Maybe it isn't dogfood if you consider there is a workaround but I can't see how we could ship beta2 with this problem. It's so obviously broken! Also, maybe 34896 shouldn't be enabled until this bug gets fixed?

Putting on [nsbeta2+][dogfood-] radar. Does not need a fix ASAP for daily work, but we should fix this for beta2.
