I'm fairly certain the behavior you request was not included in a new tab when the feature was created, for privacy reasons among others. Full history can be accessed from several places. Als,o do you know that you can re-open closed tabs via History > Recently Closed Tabs? If you do so, the history of that tab is maintained.

Perhaps, but that bug has made no progress in over 8 years. It's probably a won't fix too. I'm sure marking it as such would create quite a tussle. I suppose I need to go dig up resolved Tab development bugs that touched on this issue, though may not have been directly filed on it.
