when apprunner's window is too small, extra scrollbars appear

* STEPS TO REPRODUCE
1) launch apprunner on your favorite platform and load a large page like
http://www.mozilla.org
2) shrink window to about 200 by 200.
3) there are nested scrollbars.
* EXPECTED BEHAVIOR
the UI should shrink with the window
* ACTUAL BEHAVIOR
again, said scrollbars appear. it's pretty ugly (and confusing)

Agreed, this is inherent to the current fixed div display limitations in
HTML 4, namely that the middle content area is fixed right now and cannot
be set to auto-fill the remaining height of the window. forward to hyatt for
tracking purposes, we need to get this box-layout like bahvior right. Also look
at bug 4149 which has the same cause.

This should also go away when evaughan checks in his box tag layout manager.
