I need to know some more information about this problem. Is it always reproducible? Do you have any extensions installed? If so which ones?
Also, if would be very helpful if you could please tell me if you can reproduce this problem in Firefox Safemode: http://kb.mozillazine.org/Safe_mode.
Thanks!

If this is a DEP virus scanning issue (I can't tell for sure based on the description, but DEP is mentioned in the title) See bug 440029 for a way to disable virus scans by your anti-virus provider.

Hmmmm.... if you have no extensions installed and this is always reproducible then I would say try disabling the virus scans as suggested by Jim in comment #2.
