Security Zone Policy issues when downloading in FFV3 of file sizes greater than 6.4kbs

When downloading a file to excel or csv format from another program through firefox the file will not download. The download manager message reports that the download has been blocked by your security zone policy. When the file size is less than 6.4kb, it will work from the same site, anything greater than 6.4kb will return the message in the download screen. as an example when using RT (Request tracker trouble ticket system, running in firefox) when you select spreadsheet, the information is downloaded to a spreadsheet for viewing/manipulating. This was working perfectly in Firefox V2. As soon as I changed to FF-V3 the problem appeared.
Reproducible: Always
Steps to Reproduce:
1.when selecting spreadsheet to download
2.you are asked to open the file "What should firefox do with this file? open with excel/or save the file
3.Select either one
4.The download manager screen displays the results
5.The download manager window reports that the download has been blocked by your security zone policy
Actual Results:
download and excel will not display info
Expected Results:
excel opens up with info in spreadsheet
the internet is reporting to either re-download and install IE-7 or to uninstall IE-7 to get this to work. either of these solutions are working

(In reply to comment #0) I have verifyied the internet settings and still have the issue as when I first started, removed IE-7 and reintalled IE-6. Still the same issue. I have verifyied the settings in IE6 under tools, internet options.
