Just curious, over the 15 years of this bug, how much has the startup time actually changed? Computers are faster than ever now, but startup seems the same as ever, if not slower.

Tons of work has been done. (and new requirements added that slow startup). There are various internal perf tests that test startup, though the acid test is slow HW with spinny disks, which isn't tested in automation.
To note 15 years of performance: starting my profile with 7000(!) tabs and 30+ windows is tolerable. Back 5 or 7 years ago, restarting a profile with 500 tabs was frozen for minutes IIRC.
