Details
Bug 407359 added support for the norestorefocus="true" attribute, which was needed for the site identity panel. Bug 416937 is going to remove that use case. The only usage left is in a chrome test (bug 407359 comment 94), which I think needs to change.

The ctrltab panel is using norestorefocus now. Is this still something we want to do?

And it's still using it today...
