change RDF & XUL parser asserts into log messages

Details
Right now, the RDF & XUL parsers will assert when it hits bad content. It
should log a message and try to recover as best it can.

Illegal XUL files should now be parsed sans assertion. Turn on NSPR log modules
to see warnings on your screen.
