throbber doesn't throb anymore

Details
The throbber has stopped throbbing, and it happened right around the time
evaughan landed the new box stuff in navigator.xul

I think i have a fix for this. I moved the broadcasters before they are
referenced, and it seems to work now. Fix checked in, should be able to see it
starting the 4/6 build.
Moving all Apprunner bugs past and present to Other component temporarily whilst
don and I set correct component. Apprunner component will be deleted/retired
shortly.
