Details

When navigator first lays out, the toolbox has a bottom margin, which goes away as soon as you mouse over a button and force a reflow.

I just looked in the toolbox code and at no time does it ever set the bottom margin to anything but zero until the user clicks on a grippy (which certainly doesn't happen at startup). reassigning to evaughan.
When watching things in slow motion at startup, it appears that the toolbars fill the whole box, then as the images come in, the toolbars get smaller. The toolbox, however, doesn't seem to notice and remains the same initial size, which appears to be a bottom margin. I think this better explains what is going on.
