The PRVersionDescription structures should not be static

Details
The PRVersionDescription structures in libnspr and
libplc are declared static. This means the symbols
prVersionDescription_libnsrp21 and prVersionDescription_libplc21
cannot be looked up in a debugger. The 'static'
qualifier should be removed.

NSPR now has its own Bugzilla product. Moving this bug to the NSPR product.
The version descriptor is now exported from the libnspr, libc, libds and
libprstreams modules.
