for consistent ue with nav 4.51 selecting navigator from the tools menu (aka the communicator menu) should create a new browser window. in apprunner, it does not.

I don't really think this is a bug. or at least not in the same sense. The purpose of this menu item is to return you to a navigator window if your in Messenger or Composer i.e. you are switching 'tasks'. The Nova behavior is to give you another window if you have 0 browser windows open. Or to give you a new window if you only have 1 browser window AND it is active. Which is kind of a hack b/c that's what 'New-->Navigator' is for. Messenger used a 'window settings' pref to control this behavior. Someone once told me there is a 'hidden pref' associated with this behavior that might affect the browser as well. I forsee a problem b/c the editor has no 'tasks' menu, but I'll bug them. this is all moot for now b/c the menu item just plain isn't hooked up yet. When it is though, please get it right :-) cc'ing Don for wider exposure on this issue
