After the switch to the new Download Manager UI, double-clicking a completed file doesn't launch it anymore.
I haven't checked yet, does Enter when an entry is focused work? It should be pretty easy to hook up both with some slight treeView.js fiddling, I'd rather have them done at once.

This bug is very similar in nature to bug 474622 (Delete -> Remove/Stop) and bug 487681 (Space -> Resume) and affects the same files (downloadmanager.xul, downloadmanager.js and maybe downloadmanager.dtd). I'd fix all three in one go (also faster to review).
