[PP]: pop-up menus display too narrowly

the html in question here is this:
<FORM>
<select><option>A<option>B</select>
</FORM>
if this is viewed on the mac, all you get is a very strange looking thing that
is some blank grey space with a pair of up/down arrows to the right of it, and a
darker border to the left of it. if you view this in nav 4.51 you correctly see
the letter A in the grey space. this leads me to conclude that the menu as drawn
is too narrow.
