Details
When you use the installer, it sets the last modified date on all files as the
time they are installed. We need them to show the date the files were built, so
we can keep tracking of builds better, as is done with 4.x.

Setting target milestone to m11. This should be in for Beta1 (if possible).
This is no longer a SmartDownload issue because the wizard now decompresses .xpi
files. I'm investigating to see in which part of the seamonkey code this should
be implemented. After talking to Dan, this might fall into the nsFileSpec()
category.

(Why is this bug "Netscape Confidential"?)
Libjar currently does the extraction and is not using nsFileSpec. Should it?
There are arguments that everyone should, but also counter arguments (screws up
"standalone" use for one thing). Anyway, libjar *does* have the time info
stored.

And why is this a "feature"? I guess it's something that's unimplemented, but
I'd hardly call it a feature.
This bug was "Netscape Confidential" because it belonged to SmartDownload. I'm
unsetting this now.
