Each time i load (or reload) an URL, no matter if the page is wider than the
window or not, the horizontal scrollbar shows up.
To make it disappear (of course when it has to), you just resize the window
(whether to increase or decrease size).
Reproducible: Always
Steps to Reproduce:
1.Open a window
2.Go to any URL
Actual Results: the horizontal scrollbar shows up everytime
Expected Results: the horizontal scrollbar should show up only if needed

This is a dup of 51163:Width of vertical scrollbar ignored until window is
