TAB should select the URL in urlbar

Details
Pressing TAB should not only get cursor into urlbar, but also selects the whole
URL typed in, so I do not have to delete already typed-in URL, when I want to
enter another one.

Verified dupe of bug 31809: "Can't hit tab to get focus in URL bar"
Status: RESOLVED → VERIFIED
Bug 31809 (which this is marked a dup of) states "on a new browser window" where
this one does not. I would like to see that last part of this bug resolved. In
any other web browser, if I hit TAB, I go to the location bar, as if it were the
first link/field on the page. The second TAB press will get me to the first
link/field and if I then cycle back (SHIFT+TAB) I get back to the location bar.
This does not happen in Mozilla (as of nightly 2001041020), therefore this bug
should not be closed or should not be a dup. I am posting a similar comment on
bug 31809.
