The manage bookmarks window has a confusing file menu. New bookmark New > New folder New separator ------------- New navigator window New message New address book card New blank page to edit It doesn't make sense to me that "new folder" and "new navigator window" are grouped together, because one creates something in bookmarks while the other opens a window. Also, "new bookmark" and "new folder" /aren't/ grouped together, which makes it non-obvious how to make a folder or a separator. Netscape 4 had all three items (new bookmark, folder, separator) in the File menu just below "new", but I think the file menu isn't the right place for them. It would be more appropriate to put them in a new Insert menu (not Edit because Edit is already long). An Insert menu would also leave plenty of room for extra items such as "Add current page" (bug 53261). Mozilla 2000 091808, Windows 98, Classic skin.
This is another manifestation of general problem also seen in bug 41911: are Bookmarks (and address books, for that matter) best presented as files, or folders? If they are files, then you Insert stuff in them, as Jesse suggested. If they are folders, though, you create New items in them. IE's approach is to have bookmarks as folders -- not just on the user level, but also on the file system level (with a hidden file to remember the correct ordering of bookmarks and positioning of separators). I like this approach, because it means the user can perform rudimentary bookmark management with their file manager of choice, as an alternative to having to fire up Mozilla. Therefore, I think Bookmarks should be presented as a folder, which in turn means that I think the current position of the bookmark/folder/separator items is correct.

So it's been almost two months without comment. Is that enough time to wait?
This was fixed in the new bookmarks manager window by removing the "new window" options and by putting "new bookmark", "new folder", and "new separator" at the top level of the file menu.
