per bug 272847 comment #76 we should consider sending native events to all windowed plugins instead of special casing flash.
It should be all *windowless* plugins. Windowed plugins can already receive IME events.

Resolving old bugs which are likely not relevant any more, since NPAPI plugins are deprecated.
