Details
Steps to reproduce:
-install seamonkey;
-copy LocaleSelfTest.exe into the dir where apprunner.exe is;
-on the MS-DOS prompt type drive:\...\\LocaleSelfTest.exe -date >
Drive:\....\\filename.txt
//note: there is no output into JA text file and the text in the Russian one is
incorrect.

This was because of a lack of unicode conversion in the test program.
I fixed it for windows, latest binary was copied to /u/momoi/Sort/win
There is a known problem of collation and date/time format. In Win95 or Win98,
it only works for Latin1 (need an additional service in nsLocale). This won't be
fixed before M5 so do the testing using NT only.

Re-assigning to marina for verification.
I do get an output and the format is correct ( one that locale has)but the name
for day and month dosn't make any sense. Might have something to do with Service
pack : it is working correctly for FR NT4.0 with SP3 and i have SP1 installed on
RU system). Will look into it when i get SP3 or 4 installed.
