Can't tab out of location bar

Once you have tabbed into the location bar, it is not possible to tab out again
to navigate the link. I'm using 2000092608.
This makes Mozilla inoperable for those who can't or don't use a pointing
device. (I'm writing this in IE because my system doesn't have a mouse at
present (too lazy to unplug it from my Linux machine)).

One other minor thing which is related to this bug: You can't tab INTO the
location bar.
In IE and Netscape 4, the first time you press Tab the focus is placed in the
Location area. The next tab selects the first link or form element on the page.
It would be helpful if Mozilla would support this (or some other way of keyboard
navigating to the Location area, like Opera's F6), since it's a behavior many
browser users have come to expect.

Tabbing *to* the location field is bug 31809.
Tabbing *from* the location field, as Koike spotted, is bug 44257.
