This looks similar to bug 55359. I have constructed a simple test harness that will consistently demonstrate the problem with the BACK button and HISTORY when navigating between framesets.
Indeed it is similar and it is even a dup of it and bug 55359 is itself a dup of bug 46828. Fabian.
