port newsParserTest to windows. (I've got the changes in my tree, and I'm ready to check them in.)

fixed. now newsParserTest runs and works on windows. it doesn't do much yet. I'll send mail this weekend explaining what it does.

Par and/or Suresh - can you verify that this tool is available on the most recent Windows builds and actually launches/runs?

Installed seamonkey from /products/client/seamonkey/windows/32bit/x86/1999-05-03-08 using install.exe newspars.exe exists (forced 8.3 format?) Running it gives the following result: C:\Program Files\Netscape\Seamonkey\x86rel>newspars defaultLoading preferences for account: account1 Seth says this test does not do anything yet. Since it exists and launches - marking it as verified
