[dogfood] Scrollbar eats mouse-up event for selection

Linux, current apprunner.
I've found a reproduceable case for what I call a "sticky selection".
Find a plain text page in the browser, like test #1.
mouse-down, select some text, go hover over the scroll bar,
return to the window, mouse up. The text area doesn't
get the mouse-up event and selection is pinned to your
cursor now. Clicking again seems to get you out of this state.

cc'ing myself. This after a quick look reminds me of the large focus issue the selection code has right now. That is going to be
fixed soon. I'm hoping that waay sooner than M15!

moving to M11; I've seen stuff like this on Mac and it makes it very difficult to
use the Editor when it gets into this state. This is a dogfood bug.
