The Http Cache code is fairly complex, and does not have much documentation. The source definitely needs commenting, so that it is more easily understandable by people who have not spent a ton of time with it (and even by those who have!).
I think that this can be an ongoing process, but thought it would be good to get officially started via this bug. I am posting a patch that marks the beginning of my commenting crusade. Please feel free to edit anything I post for correctness or style.
