Use nsITextTransform w/ nsHankakuToZenkakuCID. I have not test it yet. Could you
try it ?

Mark it fix since I have already implement it. Open new bug to me if there are
some problem.

I will defer the verification of this bug to M7 since the pref option
to enable Hankaku-to-Zenkaku is not available until M7 anyway. I have
no easy way to check if this utility itself. (Cf. Bug 5894).
