The mentioned page and some (not all) other pages on the site use a doctype that
activates the standards layout mode and the CSS2-specified default value for
vertical align is applied. This hasn't been taking into account in the layout
design. As a result, there are gaps in the navigation bar.
The site about an HTML authoring tool, a CSS authoring tool and related
authoring tools.

I sent a message using their product bug report form, because I was unable to find an email address. Putting
this bug in hibernation until Mozilla 1.0 for verification at a later date.

css not working on http://www.rpi.edu/~spineb/wwww/
Tried editing the page and moving the hover in the style tag as the last element
for link highlighting but that didn't help.

Tried the site with both Mozilla Firebird Mozilla/5.0 (Windows; U; Windows NT
5.1; en-US; rv:1.6b) Gecko/20031212 Firebird/0.7+ and Internet Explorer, seems
it's working the same for both.
I think this bug could be changed as fixed or worksforme.
