Details
whenever we have colspans, we have a rule that the space required by the
spanning cell is proportionately distributed to the column it spans, with the
percentage based on the required width of the columns as if colspans didn't
exist. This rule has an exception: whenever the widths of all the columns
involved are specified, the specified widths are used and the proportions are
never computed.

Table layout is still broken (the "About the Sections" rows of the table is
empty), but the column widths look fine. [Checked 2.1.99 builds using Viewer on
Win32 & Mac OS, as well as the 1.29.99 build using Viewer on Linux.]
Thus, since the horizontal widths of the cells appears identical to how they
would under Communicator 4.5 (including table cells that have colspans across
multiple columns), I'm marking this as verified.
Buster, please do re-open if there's more to this bug than meets the CRT; thanks!
