If I hit ctl-l twice in rapid succession, two "Open web location" windows pop
up. The wierd thing is that the bottom one gets the focus.
I think that it is arguable that you can have 2 open web locations up at a time.
A person might sincerly want this if they are going to be opening up multiple
new windows. Howeber, having them appear exactly on top of each other is a
usability problem. I personally think it is reasonable to only have one "open
web location" window open at a time.

Steps to Reproduce:
hit ctl-l a couple of time.
Actual Results: Two open web location dialogs appear right on top of each other.
Expected Results: Two opwn web locatin dialogs appear slightly offset from each
other or only one open web location dialog appears.
In M18 this crashes the browser but in the latest CVS it doesn't.
On my machine, they show up arranged, not overlapping a bit. It's a bad thing
though, as the ctrl-L only works for as long as the browser window has the focus.

Confirmed here too. CC'ing danm.
Need not hit ^L in quick succession -- at any time, with the ^L modal dialog
showing, activate the theoretically inactive browser window and hit ^L. It spawns
yet another Open Web Location dialog. This seems to only be a problem on the
Linux build. Guess I'll take this one. Anyone with ideas, don't let that
discourage you from posting a patch!
