Finalize the banner graphic that appears across the top of all wizard screens. Replace current banner graphic with light-grey shaded banner, like in Jennifer's UI spec for the Wizard.

Moving to M13.

M13 seems kind of late to me. Beta 1 for Seamonkey is M13 most probably. Are we moving things to this milestone since we expect CCK Beta to be about a milestone later than Seamonkey?

I don't see a compelling reason to do this before our Beta, since it's purely a cosmetic change. And since we've been told there's no money in the budget for hiring a contractor to help us with graphics, and I'm going to be creating the banners, I've set it to TFV M13 for now.
