I propose we make it look like a native tooltip (like IE9) with or without a drop shadow. I for one like the drop shadow as it gives the tooltip more contrast to make it more distinguishable from the site content.
Currently the custom "tooltip"'s border is too light and hard to distinguish from site content on sites with light/white background.

It's intentional that the status panel isn't very attention-grabbing, such that users can ignore it when they're not interested in it.
